(IN CHAMBERS) ORDER by Magistrate Judge Rozella A. Oliver: denying 37 Third EX PARTE APPLICATION for Temporary Restraining Order ("TRO") as to interim release. The Court denies Petitioner's Third EX PARTE APPLICATION for TRO.
